Somalia Offers Citizens $500 to Capture or Kill Al-Shabaab Members
Mogadishu (SDN)-The Transitional Federal Government of Somalia is implementing a new plan to stop Al-Shabaab according to the Ministry of Foreign Affairs.
The plan guarantees anyone who kills or captures a member of Al-Shabaab a monetary payment.
Benadir region’s Governor Mahamed Ahmed Nuur ‘Tarzan’ unveiled the plan today where he promised a payment of $500 USD to anyone who kills or captures Al-Shabaab militants.
After more than twenty years of violence this announcement by the TFG goes against the state’s responsibility to protect citizens from harm and undermines the rule of law.
The proposed plan does not address the differentiation of militants from civilians and may in the long run contribute to insecurity by instigating vigilante behaviour. If it goes forward it may further destabilize and delegitimize the struggling nation.
