However, not a short ago, A representatives representing the government, the three political parties and Somali-land donors jointly signed a mutual agreement, which authenticates that civil registration and voters registration be implemented in parallel. Nevertheless,within short while, the government proposed new initiatives which dictates that civil registration be completed prior to voters registration, which is totally deviating what has been agreed by all parties the past . However, as both Somali-land presidential parliamentary election due by next June 2014, it is totally impractical absolutely to conclude three super tasks within nine months. Considering unfeasible proposal of the government, many spectators believe that, the government has a hidden agenda which perhaps intended to delay the next elections and seek presidential term extension from our house of elders who are just a rubber stamp for the president. Within few days, Somali-land donors expected to arrive in Somali-land to mediate the parties concerned and certainly, they will inform the government not to be an obstacle to voters registration and in event that take place, then unquestionably, the credibility of the government will be ruin and that is not good for a poor country like Somali-land, as we depends the international community for our developing assistance even include our elections. As experienced from the most countries in the world, civil registration is a complex system which takes several years to be completed as the same involves multiple tasks to be performed which is totally impossible in the case of Somali-land to be completed with the time frame specified by the government, which is said to be several months and those advocates doing this miracle within few months lives in day dream in view of circumstances involved the process.

Civil registration is carried out primarily for the purpose of establishing the legal documents provided by the law. These records are also a main source of vital statistics. Complete coverage, accuracy and timeliness of civil registration are essential for quality vital statistics. A civil registration system refers to all institutional, legal, technical settings needed to perform the civil registration functions in a technical, sound, coordinated, and standardized manner throughout the country, taking into account cultural and social circumstances particular to the country. A major goal of the vital statistics programme in the United Nations Statistics Division is to assist countries in developing capacities to operate and maintain the fundamental systems of civil registration and vital statistics in a coordinated manner. In 1968, United Nations, economic and Social Council approved, in its resolution 1307 .the world programme for improvement of vital statistics. This Programme aimed to improve vital statistics through various means such as issuing recommendations and guidelines, organizing seminars for exchange of experience, providing training and technical assistance and disseminating statistics. A unified process of continuous, permanent and compulsory recording of the vital events and characteristics thereof, as provided through the legal requirements of the country, is called Civil Registration System (CRS). Before any Civil Registration System is proposed, we need an act to passed and voted by our parliament. India which is the second most populated in the world that become independent in 1947 has passed the act of registration of Births and Deaths Act in 1969. This act provides for the compulsory registration of births and deaths. Civil Registration records are the best source of Vital Statistics. The records resulting from Civil Registration System have two main uses. First, as a personal legal document, required by citizens as proof of facts e.g. age, identity etc and second, the data generated through a complete and up to date System of Civil Registration are essential for socio-economic planning and also to evaluate the effectiveness of various public’s related programs.when any decision be made, we need to set up implementation period which no doubt will take several years to be completed.

First, policies must be passed down from the president or state and local government officials to the appropriate agency within the government bureaucracy. Thus, a policy designed to enforce traffic safety by cutting down on the number of drunk drivers would be passed down to law enforcement officials for implementation. When no existing agency has the capabilities to carry out a given policy, new agencies must be established and staffed. The second element essential to effective policy implementation is clear interpretation. In other words, legislative intent must be translated into operating rules and guidelines. Too much ambiguity in this stage can lead to involvement by the judiciary that will force legislators to clarify their ends and means for policy implementation. The judiciary may overrule the implementation of policies where legislative intent cannot be effectively translated into appropriate operating rules and guidelines. The final element needed in effective policy implementation is also difficult to accomplish. The dedication of resources to implement the policy under the first element must be joined with coordination of the policy with ongoing operations. In other words, a new initiative or agency must not cause excessive competition or disagreement with existing initiatives or agencies. In addition to the aforementioned elements, policy implementation can further be complicated when policies are passed down to agencies without a great deal of direction. Policy formulation is often the result of compromise and symbolic uses of politics. Therefore, implementation imposes a large amount of both discretion and confusion in agencies that administer policies.
