A suspected member of the Islamist group al-Shabaab entered a busy market on a motorcycle and hurled a hand grenade into the crowd, police representative Ali Hassan Kulmiye said.
The attacker was believed to have been targeting soldiers in the market, but he missed them and killed civilians instead.
The soldiers returned fire and accidentally killed more people.
