Jubbaland Statement on TCC Summit in Kampala, Uganda Jubbaland State of Somalia would like to express its gratitude to TCC countries, Ethiopia and Somalia forces for the sacrifices made in stabilizing Somalia and defeating Al-Shabab. However,recent communiqué of heads of States and Governments of the Troop Contributing Countries
(TCCs) to the African Union Mission in Somalia (AMISOM), Ethiopia and Somalia meeting held in Kampala, Uganda on Sunday, 4th August 2013 has completely overlooked local reality,contributions made in liberating most of Jubbaland regions and subsequent IGAD initiated
regional administration process which has resulted formation of Jubbaland State of Somalia in accordance of Somalia Constitution.
Jubbaland State of Somalia regrets TCC summit communiqué decision where SFG requested TCC and AMISOM to handover Kismayo port and Airport as if AMISOM is responsible the management of former State infrastructures. Jubbaland State infrastructure is currently under
the management of Jubbaland State administration like any other former state infrastructure such as Berbera port, Airport and Hargeisa Airport of Somaliland, Bosasso Port and Airports of Puntland, Hobyo port of Galmudug and Merka, Barawe in Lower Shabelle where large charcoal
shipment is made as we speak.
Thus, any decisions made by International Community with respect to Jubbaland State of Somalia must be on the basis of “Make no harm”.
The obsession and objection of Jubbaland State of Somalia by SFG clearly shows lack of capacity to comprehend local realities and appreciate Somalia force’s contribution in liberating Al-shabab dominated areas.
The issues of former Somalia State infrastructures management is a national issue which requires addressing it at national level. It is up to SFG and regional States to amicably discuss and find solutions at local level. Somali Government must engage its own people and not hunt for international support in every regional forum.
We do believe that the SFG is losing the focus of its mandate to lead this country to a structured Federal State in two years time according to Somalia federal constitution.
Jubbaland State strongly gives an advice to Somalis and International Community to have a second thought as current Federal Government is failing to fulfill its mandate. SFG is already spent one year chasing Jubbaland State of Somalia which in fact helping SFG in achieving its
mandate.
We are also increasingly concerned current ongoing talks between SFG and Jubbaland State of Somalia and SFG commitment to negotiate in good faith. On several occasions Somalia leadership acted up in international forums, therefore, we must exercise caution granting them
unhindered international support.
