MEMORABLE local government/council MAYOR OF HARGAYSA DURING LIFE TIME

(KampalaSDN)The collapse of central government in Somalia 1991.  Somali  

national movement SNM/  has announced high sound the independent of Somaliland, 18may 1991  the day was signed or underlined to build the government Somaliland,   first government in republic of  Somaliland it were thinking to re-construct or re-examine a physical government, so but the local government infrastructure were destroyed during the period of civil war,

 Somaliland government has been going long journey to stabilize ruined a nations , and also has been tried to build a new institutions  and local government has to do a public service within their government service  

In 1991 up to 2002 the local government official council in Somaliland  district  was named  by a  presidential decree, local government council/management officer is non-elected Moyers and executive secretary those are managed in local government/ district but we can say they are lack of authority to do their duties,   central government was controlled  the responsibilities   of Mayer’s already has joined president,  because of  Somaliland government  has not taked (democratic system)  free election, before 2002 however  there is no efficiency and effectiveness  has been doing the local district Somaliland  in Oder to pupation from Hargaisa  has not gained sufficient service provided local district council non elected , such like mineral water, electric power, public infrastructure, health, maintaining public build, this all basic life  etc.

However in 2002 the first local government election was organized in Somaliland, and half a dozen political organizations registered and participated, elected district council  took the reign of local government, who elected cities mayors from within .

 First members elected  local government/councilor hargaisa has been signed and joined between elected  councilor  from greet hargaisa municipality mostly  councilor members and all supporters residential hargaisa area , Eng. Hussein M. jiciir he was the first elected history mayor of hargaisa and chairman of local government council.

So we want to determine the responsibility and duties in local government/council *

Promotion of economic growth and development, including initiation and

implementation of development programmes and projects at the local level;

Ø  Promotion and care of the social welfare, such as education, health, water, electricity  sanitation;

Ø  Water scarcity_ sufficient mineral water

Ø  Infrastructure  and new buildings, ( maintaining and repaired roads , public building , Public Works and Housing;

Ø   Community participating     ( Promotion of participatory planning and community participation in local decision making;

Ø  sub‐committees as required. (Regions and District organized CPO )

As the local councils election is now expected, if all goes well, to take place this year

 to be announced by National Electoral Commission),  for change. In other words, it is a opportune this  moment to analyzes concentrate  success plan and problems are faced specially excusive local government/council of hargaisa    

   first I would like to make preview Moyer of hargaisa Eng. Hussein M.jiciir against his educated and experience for his work,

Eng, jiciir on the spot he prepared to start for job  municipality of hargaisa , it’s very difficulties to drive smoothly for municipal  work because no far were change two  systems for public administrations

The elected mayor jiciir  were spend his time  to make strong system or organization structure and he also thinking the process re-establishing all the local government service delivered and institutional apparatus of hargaisa municipality, you can see first step were done,  making the policy or institution( framework)  to leading within their job for hargaisa municipality,   so we can say that  planning was successfully, can be seem the efforts for municipality  administration and department head offices  

for his life time and I think  past year’s event he was, in my opinion, the most successful ever.  To be present and witness the atmosphere in our beloved city hargaisa to lead the way forward for socioeconomic  development provided service,
